Redesign is a different job from starting fresh. You already have content, customers who know the site, and pages that may be ranking. Throwing all of that away is rarely the right move.
Anything that is working. Pages that bring in traffic keep their URLs, or get proper redirects so their search value follows them. Content that reads well gets carried over. The goal is to fix what is costing you work, not to change things for the sake of it.
The site looks dated next to competitors. It is slow, or unusable on a phone. Every small change means calling someone. It was built by a person who has since disappeared. Or it simply does not bring in enquiries and nobody can say why.
I look at the current site properly first, on a phone as well as a desktop, and tell you what I think is actually wrong. Sometimes the answer is a full rebuild. Sometimes it is three fixes and you keep the rest of your budget.
